Don't get discouraged. You are making excellent progress - like getting the plasma under better control. Your voltage (28 kV) is a bit low if your supply is producing under 8 ma; yes, you'll get neutrons but fewer than you might want or need. Obviously, you need to be safe but kicking the voltage up...

Interesting pictures. Those are tiny caps compared to my 8 stage unit (20 kV/0.1pF door knob caps and 100 ma diodes.) I just used a 1500 volt, 60 Hz MOT so, certainly not in the class of continuous power like those units with their very high driver frequency but certainly my unit was a dangerous bea...

The 13-14 kV and a maximum of just 8 ma is not a voltage/power that generally yields many neutrons in most fusor systems (generally, 200 watts power is a better goal.) Best of luck on finding parts; do consider if your school has a proper vacuum pump and maybe a usable vacuum gauge for it. That can get you started on vacuum work and testing.

Remember, 50 kV can and will produce a strong and very dangerous x-ray stream. Be certain you can measure that hazard as well - did you calculate the required lead thickness?
