strange arcing on an input terminal

strange arcing on an input terminal

I have this hipotronics 30 c power supply. its -+ 15kv It started working putting out +15 on the positive terminal. Now, when i plug it in it makes this wierd static noise on one of the input terminal (terminal 3 the voltage monitor) and only outputs ~10 kV on the positive ternimal.

What is this? What seems to be wrong with the supply? What should i do to prevent this arcing?

Are you using the VM terminal for anything?
Do you know what it's for, and how to use it?

Did you notice the only English sentence printed on it?

VM is for a volt meter, there is probably just a resistor divider inside and if that is not going to ground full output potential will build up and start arcing. Put a meter on it or ground it like Rich says.
