"Free energy" denotes a scheme that would somehow violate the 2nd Law of Thermodynamics.

The site you linked advocates the dense plasma focus, which isn't a "free energy" scheme but actually a traditional hot fusion concept dating from the 1960s, with considerable but undeveloped potential. Some dated but good work with the plasma focus is described in this monograph:

As for FocusFusion.org itself, this is basically a front for Eric Lerner's Lawrenceville Plasma Physics, Inc., a for-profit venture to sell Mr. Lerner's version of a DPF reactor. This company has made some hyperbolic claims over the years that are unsubstantiated, they are very shy if not totally lacking in credible peer-reviewed scientific publications, and the few collaborative experiments they report on ArXiv have been poorly executed and do not support the reaching conclusions they've drawn. While not a quack outfit exactly, LPP isn't a group doing noteworthy science on the plasma focus today.
