We could also throttle posting privileges to prevent a single bot (or user) from completely spamming the forum. For instance, making it so that users can only post 3 (arbitrary number) of new threads in a day would definitely be beneficial. It also wouldn't be difficult to make it so that the first post a user makes is in the Introductions forum.

Having admins review every incoming member would be difficult, to say the least. More mods (perhaps only with permissions to accept/reject new users) would definitely be needed.
