Hi Sithlord,
I don't know where to begin, but having searched Wikipedia regarding Dr. Mill's and his (Black Light) theory, it leads me to believe this guy is a con artist. When he states that everyone is wrong about quantum theory, and he's got it right... I begin to wonder about his motives. The synopsis regarding his theory and word gibberish he uses to describe it lead me to the believe this guy is putting the con on.

If his products reach the world market soon, then he's right. Quantum theory will really need modification!

This kid has ignored Paul's advice against starting off-topic threads (which he acknowledged) that was given after his last off-topic thread. Thus this new post about some crank scam unrelated to fusion is an ordinary, open-and-shut case of trolling.
Delete the thread, and delete "SithLord's" account.
And if he comes back under a new name with similar material, don't give him the benefit of the doubt--croak him again. EVERY legitimate new user has known how to behave here; and on the other hand, every new user in recent times who has held forth on these off-topic nonsense issues has ultimately left a wake of drivel and had to be expunged for trolling after much unnecessary lenience. So I'd say we just play "Whack-a-Mole" with them now--they pop up, we whack 'em without fanfare. No second, third, fourth chances to dilute our bandwidth.

I'd give the guy a small benefit of doubt on this occasion. This website is a very sophisticated scam, it would give a very solid appearance to the uninitiated.
SithLord [best to use a solid name to avoid ridicule here], it's one thing to point to such a website and raise a discussion, but the problem is then you are implying that you are sure it will gain some success, yet without any scientific rationale. If you wish to present one, then please do so, else ask it as a question - not a statement that we'll have to burn our physics books because you know best.
By all means point to it and ask 'what about this', but most times if it appears to transgress the laws of thermodynamics then it's likely not worth posting.

I can't dispute it IS off topic and I'm not taking sides. Does he realise it's off topic, though?
A consequence to increased publicity (following WSJ article?) is increased public attention, which is the aim after all. Whether Joe Public looking in then understands the difference may be a learning/teaching exercise. It's all seems sci-fi fantasy to them and the acclimatisation curve can be very steep.
Best to simply say - SithLord, sorry mate, this ain't fusion and there's no section in this forum for this kind of material. Look up 'fusion power' on wiki as a primer and come back if you've got questions on anything ON THAT PAGE, and not on anything else!!

I was about ready to float this one too.
If you look hard enough there is actually enough posted on that site to allow for an intelligent discussion of the physics, which is incredibly unusual for the free energy crowd.
Unfortunately, post like that last one are childish and unacceptable.

Who cares about some some "new" form of hydrogen, no matter what the energy has to come from somewhere. Conservation of energy always wins and always topples "free energy" schemes. Black light power is a hoax wrapped in a con to get investors without 3rd grade science knowledge. I suppose black light power will also cure cancer and baldness after solving the energy crisis.
