The nuclear boy scout had a skin condition at the time and none of what is seen there is due to radiation. This image has been used many times. This is his picture taken at the time of his arrest for stealing smoke detectors from hotels.

The first time he obtained the detectors he obtained a faulty lot numbering around 100 for dirt cheap. That was back in 1994.
He was arrested for stealing smoke detectors from his apartment complex back in 2007. The skin lesions are actually typical of someone who is on amphetamines (a big time user as I understand)--they tend to pick at the skin and hair. It turns out that David has a drug record.
Yeah, most in the lay community thought, "what the heck did he do to himself?" Answer: He didn't lose his nuclear ambitions, but unfortunately picked up a habit.
