Wrong. You would need to scale the circuit proportionally and use a 200 meg resistor for 20kv. In the end you would set the decimal point led on so the display reads xx.xx on a 3 1/2 digit display, which is the most common type. max reading would be 19.99 kv. For 40 kv you would need 4- 100 megohm resistors in series and continue to scale the meter proportionally and set the decimal point light on to read xxx.x so that you would read 39.9 kv, the fourth, left most, 1's digit now becomes useless for 40kv.
