Yes the 25mm lens on a 35mm is a very wide angle lens, based on the area of a 35mm negative! It is a heavy telephoto lens on a 1/3" square CCD! Older large CCD security cameras mimed the old motion picture 16mm frame where a 25mm lens is just a normal lens (not telephoto - not wide angle)
Most micro single board cameras have a 3.6 mm lens on them and these are nice and wide. Do not buy a pinhole lens single board camera. Go for a nice lens unit. Most of these can be had new with a bit of searching for $44.00 or therabouts.
