There are all sorts of ion sources that one could buy or build. The book by Moore, et.al. Making Scientific Instruments (I think that's the title...) has a whole section on ion sources from simple filament ionizers to duoplasmatrons. There are also some interesting RF excited ion sources around.

Essentially, they all work the same way, leak D2 into an area with a high temperature (i.e. an arc) or electric field which strips off the electrons, or a hot filament generating electrons moving fast enough to knock other electrons off the D2 (a hundred volts should be enough). Use some charged plates to separate the positive ions from the electrons and send them in the right direction.
