The magnetics are hard to come by IFF you want the optimum design. If you just want a "good enough" design, you can use standard magnetics. Heck, you can probably use the magnetics out of a PC power supply.

What you might want to do is take a look at Marco Denicolai's tesla coil site. He's doing his licentiate thesis on basically a 20 kV, 16 kW PWM power supply, and he has all the design data for the magnetics, etc. http://www.saunalahti.fi/dncmrc/ look under project Thor

It is of particular interest, because his switcher topology is basically a constant current source, which is ideal for running a glow discharge.
