You may want to think about some 1 or 2 meg ohm, 1W to 2W resistors to make up your HV bleeder resistor. For HV applications, oil immersion makes a much more compact design and usually gives you several times the thermal rating.
Kanthal, EBG, IRC and Victoreen are some brands that you can find on the internet...which have HV resistors. Most of the carbon composition types are good for a couple of KV in air, and perhaps up to 5-7 kV in oil.
