I find Richards scenario far more likely and after seeing how much of a frenzy some guys whipped up in my town with their perpetual motion energy device, I often wonder if it would be worth having some kind of information kit handy once neutrons started to fly. Australia only has a single small reactor whose technical department I once sent a query about neutron counter calibration. Their reply was a formally worded "Who the hell are you and just what do you think you are doing anyway?" kind of reply which was a bit discouraging. I kind of understand their reply as they are continually under siege from greenpeace protestors as they plan replacing the reactor with a newer device before the old one falls apart.
