I looked at it, and while the file was written in a sort of "patentese", it actually didn't disclose very much: certainly not sufficient detail to allow an "ordinary practitioner skilled in the art" to duplicate it. The author claimed to provide the patent application, which wasn't at the link provided. Too bad, the figures and application might have been more revealing.
The descriptions provided didn't make it very clear what was going on.
