Yes,looking at the Welch 1400 parts list and parts diagram, It does look like the ballast valve assembly simply replaces the plug!
It looks like the individual parts for the assembly add up to approximately $140.00! Maybe, Welch sells a conversion kit as a package. I will find out tomorrow.
