In fairness to Welch, their ballast valve assembly looks like it has an small aluminum plate held in place by the extension stud that is the mounting plate for the valve body. I am sure that this is what makes it so expensive, ha ha.
Another even less complex solution, is to loosen or remove the bolt during the ballasting phase of the pumpdown.
