More on a self contained water cooling system. I am running one right now, which uses a small circ. pump for the evaporative coolers, about 0.5gpm or a bit less, a few feet of plastic hose and a 5 gallon plastic bucket. It's a bit primitive looking but works just fine. Water gets to maybe... 105 F max.

A second version to be implemented shortly, uses a Chev. Cavalier heater core. New they are only $22. Have tried it out and with a slight breeze from the roughing pump motor is seems to handle the heat load fine.

You probably can convert these water cooled units to air cooled by adding fins to the condensing chamber exterior and using a 6-7" muffin fan.
