Perhaps, rather than looking at the peak, we can look at the toe.... There is a sort of threshold effect, in that the cross section for very low energies is essentially zero.

I suspect, though, that detectability would be a problem, because you'd be fighting the noise floor.

However, pulsed high currents might provide a way to get around this at low voltages....
