Not precisely true.. As far as the FCC is concerned you can generate as much RF power as you want, as long as it doesn't leave your property, particularly for research purposes.

OSHA and other agencies may have other rules, of course, because the FCC doesn't really concern itself with safety, per se.

I don't know if the CDRH has regulation about the dismantling of microwave ovens.. They certainly have rules about selling RF emitting equipment, as does the FCC.
