Thanks for all the good suggestions. It seems like there should be a way to couple an RF wave to a plasmoid to get it to oscillate spherically. I can think of effects (like plasma "shielding" the center, or the ions and electrons being uncooperative in setting up oscillation patterns 180 degrees out of phase) that might make feeding such a resonance impossible, but I don't know enough to be certain yet.
