I agree with you in part. The fact is that the fast fission reactor uses about the same fuel mass as a regular fission reactor, but uses it much more efficiently. The result is that the fuel lasts about 100X as long. That means it also produces 1/100th the waste per year.
A version of this has been tested, and proved that it could be controlled properly and could safely survive a disaster scenario. For presumably political reasons, the Clinton administration canceled all future development.
