According to the article I read, (wish I could find it) the current thinking was that the light water breeder couldn't be controlled - just like you said. The article went on to say that this group had shown that the reaction did not proceed as quickly as thought, and that they had successfully controlled the reaction and SCRAMmed thereactor in a test environment.
