Thanks I thought I recognized his name before. The non-cryogenic magnet concept stems from a practical attempt to deal with the induced radioactivity caused by fusion. Since the early experiments would last only a few seconds, energy losses were not the big thing...so the more or less standard electromagnet design was cheap and easily replaced.

But I never heard how well it worked, if at all. Tokamaks had other problems of a more basic nature.
