Reading thru Miley's patent, it seems that most of it is concerned with producing plasma jets, and the method of extracting the plasma. It really only mentions fusion in passing.

In the thruster application, if he can acheive the efficiencies claimed (60 - 70%), then he could really be onto something. It might turn out that the fusors main near term application could be as a high efficency low power thruster, with no fusion taking place at all!.
