I've looked at both sides of that question.

The ion guns that Farnsworth used, if I'm not wrong, were made by him at the ITT labs, so it must be possible to make them.

There are companies that make some incredible ion guns, with differential pressure systems, with fully adjustable perimeters (i.e., steady beam, pulsed) but the price is far out of the amateurs budget range, try $26,000 a piece, ouch!!!.

But if you still need some names, to check it out, just ask and I'll give them to you.

As for making such a device, well I'm sure Mr. Hull and the others can help make some suggestions of how to go about it.

The Ion gun concept may be out of style after the Hirsch/Meeks device, but the issue as to their benefits is still unresolved do to lack of modern research attempts (in my opinion).

I'm trying to come up with an alternative, more to come in the Future.
