No. You will not have any problems even in a 30 meter diameter fusor at 10e-7 torr, as the mean free path will be very long. I assume you are planning your fusion effort to work in this low pressure? If so, you will need either ions guns or a special ionizer setup to produce a copious quantity of ions or there will be no fusion. There will be no fusion star or glow mode here.
