Hi Thomas, even if the feds did restrict the sale on deuterium, it could be refined with difficulty from water or preferably seawater with a precise temp controlled still, although it would be an awful lot of mucking around to accomplish. I'd say it would be a bit hard to make the public swallow a law that allows people to be busted for posession of an illegal stable element, I mean what would be next: illegal use of oxygen? people would not take kindly to being tested for oxygen narcosis. Having written all that there are elements requiring licensing for good reasons (safety mainly) but i can't think why deuterium would need a license apart from being flammable
